World Wide Fund for Nature-Philippines (WWF-Philippines) is part of the WWF network—the world’s largest and most experienced conservation organization that operates in over 100 countries. Since it joined the WWF’s roster of national organizations in 1997, WWF-Philippines has been successfully implementing projects that find new and sustainable ways of using the planet’s natural resources, with the aim of protecting the environment for both people and nature.
Since 2011, WWF-Philippines has been working with local government units, tuna fishing communities, and tuna supply chain players in two yellowfin tuna fishery improvement projects in Lagonoy Gulf and Mindoro Strait to establish sustainable fishing practices. Over the last decade, WWF-Philippines further expanded its work to include social enterprise development and awareness-raising efforts on sustainable seafood consumption, especially in the European markets. From this decade-long multi-sectoral collaboration, fisherfolk across five (5) municipalities of Occidental Mindoro and fifteen (15) municipalities in Lagonoy Gulf were awarded Marine Stewardship Council (MSC) Certification in 2021, the first in the country to achieve such a distinction.
In 2022, WWF-Philippines launched the Mindoro Strait Sustainable and Equitable Tuna for Bankability” (MS SETB) project or locally known as Project Buhay: Tuna Habambuhay, Dagdag Hanapbuhay. Funded by the European Union through their Switch Asia Grants Programme, MS SETB aims to ensure the continued adherence to sustainable fishing practices in Occidental Mindoro by promoting sustainable fishing and resource-efficient processing practices. The project also aims to reduce post-harvest losses and increase quality and exportability in order to achieve equitable participation in national and international seafood supply chains. It intends to diversify sources of livelihood of communities on the Mindoro Strait to reduce economic and food insecurity.
Specifically, the project aims to:

Involve and empower 1,238 fisher folks from the Occidental Mindoro Federation of Tuna Fishers Associations (6 tuna-fishing municipalities), 38 micro, small and medium-scale enterprises (MSMEs) from three (3) industry associations: Philippine Association of Tuna Processors, Inc. (PATPI); Fresh Frozen Seafood Association of the Philippines (FFSAP); and Philippine Cephalopod Association of Producers and Exporters, Inc. (PCAPEI), as well as more than 300 women in Occidental Mindoro;

Provide training and workshops on innovations in tuna processing practices to reduce post-harvest losses;

Train and conduct capacity-building activities for local MSMEs in order to meet international traceability and sustainability standards;

Develop sustainable alternative livelihoods and financing mechanisms to create a diversified portfolio of bankable projects and sustainable investments; and
-
Share experiences and lessons learned through information, education, and communication (IEC) materials and paraphernalia which will be disseminated on local, national, and regional platforms.

WWF-Philippines seeks to employ the services of an individual consultant or a consulting team to conduct a final evaluation. The main justification for this final evaluation is the verification of successes, completeness and context of the project by assessing the relevance, efficiency, effectiveness, adaptive capacity, sustainability and impact of the project strategies over the entire implementation period.
WWF-Philippines, through MS SETB, is in need of the service of an individual evaluator or consulting team, to conduct the final evaluation of MS-SETB. The objectives of the final evaluation are as follows:

Assess the overall achievement of the project’s objectives and outcomes by its completion.

Evaluate the project’s performance based on the six core evaluation criteria—relevance, effectiveness, efficiency, impact, adaptive capacity, and sustainability. The guide questions can be found in Annex C.

Analyze the long-term potential impacts and sustainability of the interventions post-project.

Document lessons learned, challenges encountered, and best practices that can inform similar initiatives.

Provide actionable recommendations for sustaining the project's gains and guiding future related interventions.
The Final Evaluation Consultant will be responsible for the following tasks:
- Review project documents, including the project proposal, work plans, logical framework, monitoring reports, and other relevant reports.
- Conduct interviews, focus group discussions, and surveys with the project team, stakeholders, and partners to gather qualitative and quantitative data.
- Analyze project data to assess progress towards objectives, outcomes, and impacts.
- Assess the effectiveness of project management, coordination, and stakeholder engagement.
- Identify and analyze any unforeseen challenges, risks, or external factors affecting project implementation.
- Provide recommendations for adjustments to project strategies, activities, and budget allocation.
- Prepare a comprehensive Final Evaluation Report, including findings, analysis, conclusions, and actionable recommendations following the basic outline of the evaluation report (Annex A).
- Present the evaluation findings to the WWF project team in a clear and concise manner.
WWF-PH will be responsible for carrying out the following:
- Conduct briefing sessions on the project's objectives, scope, and evaluation expectations.
- Furnish all relevant project documents, including project proposals, work plans, monitoring reports, and other relevant activity reports, to enable thorough evaluation.
- Assign staff to coordinate the requirements of the consultancy.
- Facilitate access to relevant project team members and managers, stakeholders, and partners for interviews, focus group discussions, and surveys, as needed for the evaluation process.
- Partake in the analysis of results, review the results thereof, and provide inputs.
- Review and approve consultancy output.
WWF-Philippines is looking for an individual consultant or consulting team/s to perform this service. The Final Evaluation Consultant should possess the following qualifications:
- Bachelor’s or Master’s degree in a relevant field (e.g., development studies, social sciences, economics).
- Demonstrated experience in conducting project evaluations, preferably final project evaluations for but not limited to, development projects.
- Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
- Excellent written and verbal communication skills in Filipino and English.
- Familiarity with the sustainable fisheries landscape, including key issues, challenges and the relevant context is a plus.
- Proven track record of engaging with fisheries and livelihood initiatives or related projects is advantageous.
- Proven ability to work independently and meet deadlines.
The selection of the Final Evaluation Consultant will be based on the following criteria:
- Relevance and quality of the technical proposal (40%)
- Qualifications and relevant experience of the consultant (30%)
- Financial proposal (30%)
The consultancy is expected to be conducted over four months, starting from February 15, 2025, to June 15, 2025. The specific timelines are as follows:

The scope of tasks is not claimed to be exhaustive. It is the consultant’s responsibility to critically verify the scope of services indicated and amend it wherever deemed necessary according to the consultant’s own professional judgment, the knowledge acquired during the preparation of the proposal and after consultations with the contractor. The consultant is obliged to perform all work as necessary to fulfil the objectives of the evaluation.
All consultant services as described shall be performed in close cooperation with the responsible institutions and administrations. Furthermore, the consultant shall meet and coordinate activities with the operations of other institutions relevant to the Project.
