Based in: WWF-Philippines Office, Quezon City 

The World Wide Fund for Nature (WWF) Philippines together with the Philippine Red Cross is implementing a three-year Nature-Based Solution Project entitled “Solutions for the Future in the Islands of Palawan, Northern Leyte and Siargao, the Philippines”. This Project is aligned with the global programme which aims to establish ‘safe and climate-resilient communities and nature-positive landscapes’ through leveraging finance for climate adaptation, mainstreaming NbS approaches, and having governments prioritize NbS in their adaptation strategies. Given this, the Project is in need of a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer who will provide timely guidance to the management team on the Project’s status, progress, and compliance. 

BASIC FUNCTION

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is under the direct supervision of the Project Manager. He /She shall be responsible for developing, implementing and continuously improving all monitoring, evaluation, accountability and learning frameworks and tasks for the assigned project.  He/She will work with project staff to document the progress of project implementation against indicators and ensure high-quality progress of the project towards its goals and objectives. He/She will also be responsible for improving information management, data quality, strengthening knowledge sharing and learning across the project team. He/She is also willing to travel especially across municipalities of all sites, as well as participating in the development of new projects. The MEAL Officer will also participate in the WWF Philippines’  M&E working group all must work in line with all applicable policies and standards set.  

KEY DUTIES AND RESPONSIBILITIES

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer Island shall undertake the  following:  

  1. Develop and implement a comprehensive monitoring and evaluation framework for NbS Project, ensuring alignment with project objectives and indicators.
  2. Regularly collect and analyze data related to NbS interventions in partner sites. 
  3. Prepare timely and accurate reports on project activities, achievements, and challenges to ensure compliance with reporting requirements outlined in donor agreements in collaboration with the project team. 
  4. Facilitate regular learning sessions and knowledge-sharing activities among project stakeholders.
  5. Ensure transparent communication of project progress and outcomes to internal and external audiences.
  6. Collaborate with project teams to identify lessons learned and best practices, contributing to the continuous improvement of interventions. 
  7. Monitor and update risk assessment documents as needed. 
  8. Provide training and capacity-building support to partner B/LGUs and stakeholders on monitoring and evaluation processes.
  9. Engage with local communities, LGUs, stakeholders to gather qualitative data and feedback on the impact of NbS, while fostering strong relationships to ensure their active participation in monitoring and evaluation activities. 
  10. Participate and comply with relevant monitoring and evaluation requirements for the project, as well as for the organization-wide monitoring and evaluation, the Conservation Project Management (CPM) database,  DOST reporting, and others as may be required. 
  11. Perform other duties that may be assigned from time to time. 

WORKING RELATIONSHIPS

  1. Internal: Within WWF Philippines, reports to the Project Manager and interacts with the Project Coordinators, Senior Management, and support units (GIS, PD, ESSF, ESD, Corp, Policy, etc.) 
  2. External: Donor partners, consultants, government officials, private sectors, community leaders, stakeholders, media, and other NGOs.

COMPETENCY

  1. Qualifications: University or advanced degree in environmental science, development studies, or a related field. 
  2. Experience: Minimum of three (3) years of experience in monitoring and evaluating environmental projects. 
  3. Skills and Abilities: 
    1. Strong analytical and data management skills, with proficiency in relevant software tools
    2. Mastery of MS Office, especially Excel, including the Google platform 
    3. Experience in online survey tools 
    4. Excellent report-writing skills 
    5. Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse  stakeholders 
    6. Strong people management and facilitation skills 
    7. Positive attitude and an organized approach to work 
    8. Good decision-making skills and require no or very minimal supervision 
    9. Willing and able to travel to various project sites 
    10. Ability to speak the local language in place of assignment is a plus

ENGAGEMENT DURATION

This contract will be conducted over a period of 24 months on full-time basis and renewable depending on the performance and evaluation of the Project Manager.
